Step One - Print out the frog favor pattern. Use the pattern to cut out frog legs from green felt.

 

Step Two - Glue one large pom-pom in the center of the frog legs. Glue two small pom-poms onto the large pom-pom at the frog's head. Glue a wiggle eye onto each small pom-pom.

Step Three - That's it! Enjoy!
